Tempus "EUROSKILLS" - Exploring European educational objectives for graduate education

In 1996 a Consortium of Medical Faculties with the participation of the University of Nijmegen from the Netherlands, the University of Granada and Extremadura from Spain, the University of Coimbra and Lisbon from Portugal and the four Medical Universities of Budapest (SOTE), Debrecen (DOTE), Pécs (POTE) and Szeged (SZOTE) from Hungary took the initiative to put forward a TEMPUS JEP proposal to investigate whether or not it is possible to reach consensus on common standards of the required clinical skills of medical graduates at a European level.

At a national level it has already been proved possible to reach such a consensus as documented in the "Blueprint 94", a joint document of the medical schools of The Netherlands. Since then a substantial improvement has been reached in clinical skills training.

The European Training Foundation decided to support this project called "EUROSKILLS in Medical Education". In order to achieve the goal of this project a questionnaire based on the Dutch Blueprint 94 was sent to the European medical schools. The questionnaire - as the Blueprint itself - is divided into General Objectives and Discipline-Related Objectives. At each skill the task is to define what level it should be mastered at the time of graduation, the options being: Not relevant - Theory - Seen -Perform - Routine

Up to now 33 medical schools from 17 countries answered the questionnaire which in this case can be but a pilot to demonstrate what are those substantial skill levels where -in spite of the diversity of the legal framework, health care system, cultural and social background - consensus exists.

Given an official support, first by Medische hulpbron then by appropriate EU representatives, the EUROSKILLS questionnaire can be a useful tool in the establishment of common educational objectives of medical education in Europe.
